Japanese Police Certificate Translation for IRCC

Important update (October 2026): Under IRCC’s country-specific guidance for Japan, the Japanese Certificate of Criminal Record does not need to be translated for IRCC. This older article previously described translation as mandatory; that advice has been corrected. Read the updated Japanese police certificate guide for the complete explanation.

Does IRCC require a translation of Japan’s police certificate?

No. IRCC’s guidance for Japan expressly says the Certificate of Criminal Record does not need to be translated. This is a country-specific instruction, rather than a general exemption for every document issued in Japanese. You should follow any instructions specific to your application and any later request from IRCC.

When do applicants obtain the certificate?

IRCC says applicants generally do not submit Japan’s police certificate with the initial application. If required, IRCC issues a request after the application is submitted. Applicants in Japan are instructed to apply through the relevant prefectural police headquarters, while applicants abroad may apply through a Japanese embassy or consulate, following the official instructions.

For online applications, IRCC instructs applicants to open the sealed envelope, scan the document and upload it, keeping the original in case it is requested. Paper-application instructions differ. Check the official IRCC guidance for police certificates from Japan for details and any updates.

What if other Japanese documents need translation?

Other supporting records, such as a Japanese-language birth, marriage or academic document, may still need English or French translation if required by the application checklist. The translator status and supporting documents can vary by application programme. Do not purchase a translation of Japan’s Certificate of Criminal Record solely on the assumption that IRCC requires it.
